Dear Collectible Vehicle Owner
As you know, the Vehicle
Emissions Inspection Program has been in place for over 25 years. Its main
purpose has been to help make the air cleaner and healthier for all citizens of
the Valley.
The Arizona Department of
Environmental Quality (ADEQ), with support from members of the Arizona Auto
Hobbyists Council, is now evaluating the air quality impact if collectible
vehicles were exempted from the Program per House Bill 2501 (Second Regular
Session 2002).
HB2501 defines collectible
vehicles as meeting the following criteria:
1. The
vehicle model year of original manufacture is 15 years or older; *(1967
to 1989 registered in Maricopa or Pima counties)
2. The vehicle is of unique or rare design, of limited
production, and an object of curiosity;
3. The vehicle is maintained primarily for use in car club
activities, exhibitions, parades or other functions of public interest or for a
private collection and is used only infrequently for other purposes.
4. The vehicle is covered by a "collectible vehicle"
or "classic automobile" insurance policy that restricts vehicle
mileage and requires the owner to have another vehicle for personal use;
In order to accurately
estimate the air quality impact, critical data pertaining to collectible
vehicles are needed. They are:
1. Total number of vehicles that fall under this category.
2. Vehicle make, vehicle model, model year of vehicle and
license plate number.
3. Annual mileage driven by these vehicles.
Because the Arizona Motor
Vehicle Division's records do not identify collectible vehicles, it is necessary
to obtain information from owners of such vehicles to conduct the
evaluation. Therefore, I am asking your help with providing ADEQ with the
necessary information. The enclosed survey form request basic information
on the collectible vehicles(s) that you own. The accumulated survey
results will provide the date inputs necessary to do the technical analysis to
determine the impact of collectible vehicle emissions on air quality. All
information provided will be treated as confidential and used for the purpose of
analysis only. In addition, vehicle license plate numbers will only be
used to track that vehicles inspection history.
