Update & Alert On HB2136
Arizona's Ticket
& Tow Anti-Cruising Law
A legislative meeting to discuss HB2136 the ticket &
tow anti-cruising law was held at JB's Restaurant on 26th Ave & Indian
School Road in Phoenix on Wednesday evening 4-21-04.
JB's meeting room was jam-packed with about 102 vehicle
hobbyists overflowing out of the side doors into the parking lot. It was quite
a show of car club unity against the vague and heavy handed HB2136.
Car club members even drove down from Prescott and up from Casa
Grande to participate in the discussion of HB2136, its intended and unintended
consequences, and what people can do to influence the vote on its "Final
Read" in the Az House of Representatives (which could be as
early as this Monday 4-26-04).
We also discussed if HB2136 passes out of the Az House of
Representatives, and how to get the Governor to veto it within the 5-day
period she will have to do anything about it before it will automatically
become State Law.
All present agreed that we should try to both
influence the vote in the Az House as well as to keep calling the
Governors office to request a veto in case HB2136 passes out of the House.
We also all agreed to hold several rallies at the State Capital
before the vote to help build momentum against HB2136 and to continue the
media coverage and public debate of this important issue begun by Wednesday's
Az Republic's 2-page article on HB2136.
It was also discussed for a full hour that
Wednesday morning on KTAR 620-AM Talk Radio. The anti-cruising bill has
suddenly become a hot topic.

Also watch PBS-TV KAET's "Horizon" talk show tonight
(Friday) at 7pm on channel 11 in Phoenix on Cox Cable. Horizon's Journalists
Roundtable Discussion will talk about the latest "cruising" issues.
Hobbyists are now being asked to call/email their
home districts 2 Az State Representatives to request them to vote no to
ticket and tow HB21367 when it gets its "Final Read" in the Az
House.
We also feel that because of the 5-day deadline to
get a veto if HB2136 passes the House, you should also call/email the
Governors office to request a veto too.
We really need to cover both of our last 2 chances
if we want to stop HB2136.
We need 31 votes of 60 to kill HB2136, and they had 41 yes
votes on its 3-9-04 3rd Read. We have already flipped 3 or 4 yes voters over to
no voters after Thursday's lunch-time "American Low-Rider Network"
rally at the State Capital which had about 35 people and lots of cars showup.
So we really need you to call and/or email to help flip those
last 1/2 dozen votes we need to kill the bill in the Az House.
At the bottom of this page there is a phone/email list
along with all 60 Reps 3rd Read vote on HB2136. So if you can first call/email
the yes voters to request that they reconsider their vote for its Final Read (again, this
could be as early as this Monday 4-26-04), and then if you can, call
or email its no voters to thank them and ask for their continued support
against the vague HB2136. You could even call its Sponsors to educate them to
the unintended consequences of HB2136 if you'd like. (but don't waste
your time trying to re-educate Rep. Nelson the bill's main sponsor.)
Local governments should not be allowed to seize vehicles
in the name of traffic congestion. HB2136 creates a penalty for local
laws that haven't been written yet defining cruising. Under HB2136, any
vehicle could be towed away if they "restrain"
traffic or "impead" driveway access. Every
car is guilty of that during rush hour.
Please do your civic duty as a dedicated vehicle enthusiast and
call/email at least your 2-State Reps and the Governor over the weekend or on
Monday morning and please try to attend the 2-Rallys on Sunday 4-25-04 and
Monday 4-26-04.

The Az State Capital is located at 1700 West Washington in
Phoenix and both lunch-time rally's will be held in the East side parking
lots on the Capital Mall.
Both media events have been professionally organized and
will begin at noon and will be covered by local TV and newspapers. So come on
down, you might see your vehicle on TV or in the paper.
Also on Monday, as our State Reps head in for their 1pm floor
session (and possible Final Read of HB2136), they will see your vehicles and
be reminded that we are decent folks and are against this law.
Remember, it's an election year and they want our votes as much
as we want theirs. Make a poster-board sign opposing HB2136 (like: Nix
2136, or Vote No To Ticket & Tow, or Az Motor Voter Against HB2136) and
bring it down with you if you can, and wear you clubs shirts and hats too
to help let your clubs presence be known.
Don't forget to forward this update & alert to as many
vehicle owners and vehicle club members as you can too because it's United We
Drive and Divided We Park. Hope to see you on Sunday and Monday.
