HB2530 The New 2005 Ticket & Tow
Anti-Cruising Bill Is Back.

HB2530 is a brand-new 2005 version of the same-old vague and heavy-handed ticket and tow anti-cruising bill. HB2530 has been filed and is currently waiting to be assigned to committee's in the Az House of Representatives.
HB2530 whose official "Reference Title" is: "Unauthorized Assembly Of Vehicles; Penalty," (click here to read bill) will allow your vehicle to be ticketed and towed if your vehicle is part of a group of vehicles that "restrains the movement of traffic" and "impedes" access to a driveway or blocks deployment of emergency vehicles. (Isn't that everybody during rush-hour?)
This is the 4th year in a row that the City of Phoenix is asking our State lawmakers to give local governments the power of civil seizure of vehicles for participating in traffic congestion.
HB2530 is a motorist’s worst nightmare. You don't even have to break any laws to have your vehicle impounded, you just have to be part of a traffic jam to be ticketed and towed. (Then you’re left stranded on the side of the road, which now becomes "loitering".)
HB2530's real intention is to punish teenager's for "cruising" (but who had not yet committed any other punishable offenses) in the "Maryvale" neighborhood of Phoenix.
Unfortunately, the unintended consequences of its heavy-handed vagueness will affect drivers of all ages and vehicle descriptions for years to come. Not to mention the "constitutional" issues it raises over property rights and freedom of assembly.
