Az Legislative Update

 4-8-05 Action Update On HB2357

The Collectible Vehicle & Motorcycle Emissions-Test Exemption Bill

As you may remember, on Tuesday 4-5-05, HB2357 unanimously passed 30 to 0 out of the Arizona State Senate, and was then sent back to the Az House of Representatives to approve the technical language amendments that were added in the Senate Transportation Committee.

On Wednesday 4-6-05, HB2357 easily cruised through both House Caucuses and then on Thursday 4-7-05, it successfully passed an amendment concurrence floor vote by the full Az House with a "Final Read" vote of 53-0-7. With 7 Rep's not voting and presumed to be absent.

    * (Rarely does a bill ever pass through the whole State Legislature without receiving any "No" votes like HB2357 did. To read this latest House "Final Read" vote's roll-call click here.)

HB2357 will now move on to the Governors office to be vetoed or signed into State Law.

BIG THANKS needs to go out to all of the dedicated vehicle enthusiasts who showed-up, called and/or e-mailed their Legislator's since mid-January to ask them to support HB2357

Obviously our Legislators heard you all loud and clear, it was really great teamwork by everyone involved. We couldn't have made this happen without your support and efforts. You all need to give yourselves a pat on the back for making this historic event possible.

Once HB2357 is signed into Az State Law by the Governor, we can then relax and celebrate while we wait for the US-EPA to approve the AzDEQ's request to exempt our vehicles from their "SIP" or "State Implementation Plan" to improve our air quality.

Hopefully, (with EPA approval, and after years and years of wishing and waiting,) we will finally see "Exemption Day" arrive for our collectible vehicles and motorcycles.

I will continue to keep everyone updated as the bill heads down the home stretch to the Governor's desk. So stay tuned for at least a couple more "Update's" on HB2357 in the near future, but for all intents and purposes, their will be no more "Alert's" needed.

The time has finally come to exempt the vehicles whose emissions are "insignificant" to our air-quality problems.

Please forward this e-mail update to as many of Arizona's vehicle enthusiasts as you can AND be sure to spread the word about HB2357's passing to all of your off-line friends and vehicle club members too. Keep up the good work.

We all need each other (and the internet) to keep everyone updated as the "Regular" 2005 Az Legislative session speeds to the finish line. (Predicted to be Monday April 19th.)
