Az Motorist Update
HB2357 had its first public hearing in the Arizona House of Representatives House Environmental Committee on Wednesday 1-19-05 and it passed unanimously 8 to 0.
BIG THANKS needs to go out to the 16 vehicle hobbyists and motorcyclists who showed-up and signed-in as in-favor of this bill.
The Az Department of Environmental Quality's (AzDEQ) lobbyist (former State Senator) Jim Buster testified that AzDEQ is "neutral" on this bill and will not oppose it as currently written and has also gone along with some proposed "technical corrections" to the bills language to be added in the near future.
HB2357 (click to view bill) will exempt "Collectable Vehicles" 15-years and older from e-testing in Area 'A' (Phoenix metro) and in Area 'B' (Tucson metro) and it will also exempt all-years of "Motorcycles" in Area 'B' (Tucson metro) only.
HB2357 was based on a 12-04 AzDEQ study that says (on page 21) that the exhaust emissions from CV's (in 'A' & 'B') and M/C's (in 'B' only) are "insignificant" to the air quality of these metro areas and therefore, since these vehicles are not part of the air quality problem, they should be removed from the air quality solution (the e-testing program). It's as simple as that.
HB2357's next hearing in the Az House of Representatives will be in the Az House Rules Committee at a date to be announced in the near future.
